Brownfield Modification – Central Processing Facility (CPF)
Location: Delaware Basin, NM
Project: Oil storage tank battery and oil skimming tanks piping system re-design

Client Challenge
The operator required redesign of existing crude oil storage tank battery and oil skimming tanks to address regulatory compliance related to tank spacing and air quality management.
The project had to be executed in an active facility, with minimal disruption to ongoing operations and without interrupting production.
Approach
Stream3 Solutions performed a comprehensive brownfield engineering study focused on constructability, safety, and regulatory compliance. The team evaluated existing process conditions, layout constraints, and tie-in opportunities, and developed multiple alternatives to enable facility upgrades without shutting in production.
Our scope included:
- Review of existing process and facility layouts
- Identification of tie-ins and demolition limits
- Development of a constructible redesign incorporating process, piping, civil, and E&I disciplines
- Preparation of Issued for Construction (IFC) piping engineering package to support field execution
Results & Valued Delivered
Stream3 Solutions delivered a complete engineering and construction package enabling the operator to:
- Achieve compliance with New Mexico Administrative Code requirements for above-ground crude oil storage
- Safely implement brownfield modifications in an operating facility
- Minimize operational risk and downtime during construction
- Improve vent gas management through integration of VRU and flare systems
This project demonstrates our ability to deliver fast-turn, high-quality brownfield engineering solutions for active midstream oil & gas facilities.
